Technical Proposals Manager – About the role:
This is an integral role within Operations. Reporting to the Senior Management team, the Technical Proposals Manager has an overall responsibility for ensuring all contracts are technically and commercially compliant. The Technical Proposals Manager will ensure that awards are “deliverable” from both a time and cost perspective with any major risks to be identified. You will act as the single point of contact for clients and key organisation stakeholders during both tender and pre-award stages. The Technical Proposals Manager will be responsible for maintaining open communication with senior management and will possess an excellent commercial acumen developed through many years of project delivery experience.
Technical Proposals Manager – Specific Responsibilities:
Support to all Major UK Projects during tender and pre-award
Interacts with the Operations team, to ensure all aspects of the project is “deliverable”
Effectively manages own workload with competing timeframes
Close liaison with the Engineering team to ensure technical issues are resolved to meet the project objectives
Ensures the timely delivery of compliant and commercially sound bids within customer defined timescales
Manages virtual bid teams and disparate inputs from multiple stakeholders
Communicates and influences at a senior level internally and with clients
Communicates and influences at senior levels within client organisations
Leads post submission ‘lessons learnt’ reviews
Arranges all post bid submission exchanges / reviews with the client
Risk tracking and management throughout the bid process
Ensure the timely delivery of compliant and commercially sound bids within customer defined timescales
Ensures polices/standards are maintained and that they adhere to project accountabilities as per our Integrated Management System QAP 6
Provide status reporting regarding project milestones, deliverables, dependencies, risks, communicating to key stakeholders
Strong focus on project risk and how these risks are identified and mitigated
Critically assesses technical specifications and design with an ability to identify potential compliance issues
Technical Proposals Manager – Skills / Requirements:
Technical Knowledge with an eye for detail to recognise potential compliance issues
Detailed understanding of complex programmes within a competitive environment, able to assess programme pinch points and the potential impact on both cost and time
High Level of commercial awareness developed within a supplier/contractor organisation
Well developed contractual knowledge developed through experience in standard forms of contract
Ability to assess and quantify project risk in great detail
Excellent leadership, communication (written, verbal and presentation) and interpersonal skills
Experienced in managing the process to enable connections at 132kV and above
Strong leadership, diplomatic and motivational skills
Self-motivated, decisive, with the ability to adapt to change with competing demands
Excellent People management skills
Superior communication and interpersonal skills
Detailed understanding and application of the contract mechanism
Ability to deliver technical presentations to a broad audience
Articulate in the spoken word with the ability to adapt style to audience
Ability to influence based on selected reasoning and present arguments to achieve a successful outcome
OEM/DNO or TNO background
Professional Registration with the Institute of Engineering and Technology (IET)
15+ years of sales/tendering and project management experience
Substation Construction Experience
Project Management Qualification
Bachelors degree in either engineering or business application
National Grid experience i.e. connection process and grid code compliance
